The Government today admitted it is trying to balance China and India on investment projects in Sri Lanka.Cabinet spokesman Dr. Rajitha Senaratne told reporters that Sri Lanka was open to anyone willing to invest and resurrect loss making projects in the country. Senaratne said that as a result of a diplomatic issue between China and India, Sri Lanka gave Hambantota to China and Mattala to India to keep both sides happy.The Minister said that India had also raised concerns over China being given a deal to construct new houses for war affected families in the North and East.He said that China had offered to construct the houses for a lesser cost than India and so the Government was keen approve the Chinese housing project. Sri Lanka and China have since reached an agreement on the Hambantota port while Sri Lanka and India are to finalise an agreement on the Mattala international airport. India is already involved in another housing project in the North and East for war affected families. (Colombo Gazette) India has been raising concerns over China’s involvement in Sri Lanka as it has invested heavily on several projects in Sri Lanka.India feels China has a hidden agenda in investing on several projects in Sri Lanka. Among the key projects the Government was looking to make profits out of is the Mattala international airport and the Hambantota port, both seen as “white elephants” as they have not made profits since being launched. Senaratne said that Prime Minister Ranil Wickremesinghe will have talks with China and India in an attempt to resolve the issue. read more
In his latest report to the General Assembly on his work, Manfred Nowak, the Special Rapporteur of the UN Commission on Human Rights on torture and other cruel, inhuman or degrading treatment or punishment, is also calling for the abolition of corporal punishment without delay.Presenting a case of terrorist suspects expelled from Sweden to Egypt, where they were then allegedly tortured, Mr. Nowak says that diplomatic assurances from States that returnees will not be tortured are ineffective.For that reason, he calls on States “to observe the principle of non-refoulement scrupulously,” referring to the prohibition against returning asylum seekers to their countries of origin, especially if there is reason to suspect they will be subject to harm there.In the case of Agiza vs. Sweden, heard by the Committee against Torture in May, he said that the Swedish authorities were given assurances that Ahmed Agiza would not be tortured before he was returned in 2001, and would receive a fair trial on the terrorist charges. Mr. Agiza was subsequently kept tied in a small dark cell, given electric shocks and not allowed to visit a toilet, it was alleged.In the matter of corporal punishment, the Special Rapporteur reports that since assuming his mandate, he has intervened in a number of cases that include amputation, stoning, strangulation, eye-gouging, flogging and beating.He says that States often justify such practices in domestic and religious law, such as the Muslim sharia, arguing that “pain and suffering incidental to lawfully sanctioned punishments fall outside the prohibition against torture.”For that reason, he reviews existing international and regional human rights law and concludes that “any form of corporal punishment is contrary to the prohibition of torture and other cruel, inhuman or degrading treatment or punishment.”Moreover,” he adds, “States cannot invoke provisions of domestic law to justify the violation of their human rights obligations under international law, including the prohibition of corporal punishment.”Under his general mandate, Mr. Nowak reports that from 1 December 2004 to 31 July this year, he sent 41 letters alleging torture to 30 governments, along with 133 urgent appeals on behalf of persons who might be at risk of torture or other forms of ill-treatment to 47 governments. read more

He accumulated 121 total tackles and eight interceptions in that time.His five interceptions last year were good for a tie for third in the Big Ten. Cyprus has reserved areas in the eastern Mediterranean for gas drilling operations, Cyprus energy minister Giorgos Lakkotrypis revealed this week.Cypriot authorities have issued a NAVTEX (Navigational Telex) reserving areas within Cyprus’ Exclusive Economic Zone, in international waters. Lakkotrypis said the areas reserved are in offshore blocks 2, 3 and 9. He did not get more specific, although local media identified the areas as one in Block 9 – encompassing a gas field dubbed ‘Onasagoras’ – and the other overlapping Blocks 2 and 3, incorporating the field known as ‘Zenon’.This appeared to confirm earlier reports naming ‘Onasagoras’ as the site of the first well to be drilled by the Italian-Korean consortium ENI-KOGAS, which has concessions on offshore blocks 2, 3 and 9.The consortium is contractually obliged to drill at least four wells.Lakkotrypis said that ENI’s drilling program will span 12 to 18 months, depending on the finds, with each drill lasting about 80 days, at a depth of between 5,000 to 5,500 metres.According to the daily Cyprus Mail the NAVTEX covers two areas for exploration, it is effective for three months and expires on December 3, at which point it will likely be renewed. Given that each drill will run for approximately 80 days, as the minister noted, the NAVTEX is intended to cover drilling operations at more than one site during this time.Lakkotrypis said the fact the drilling rig will be staying offshore of Cyprus for a continuous period of 12 to 18 months gives the gas companies greater flexibility in their drilling program.The drilling platform is currently en route to Cyprus from Mozambique. The rig is owned by Saipem, an Italian oil services group and a subsidiary of ENI. Lakkotrypis declined to comment on expectations of gas finds in the wells earmarked by ENI. But reports have suggested seismic survey results are encouraging.During this second drilling cycle – after Noble Energy’s operations in Block 12 – Cyprus hopes to discover significant quantities of recoverable gas, which would put back on track plans for a land-based facility to liquefy the gas for exports.Lakkotrypis said also he would be travelling to Amman for separate meetings with his Jordanian counterparts, the ministers of tourism, commerce and energy.Without going into detail, he hinted that Jordan may be interested in Cypriot gas in the long term, noting that he discussed this with his Jordanian counterpart during a conference in Malta in July.“The Jordanian minister extended an invitation to initiate this kind of discussion, as both Jordan and Egypt are planning construction of de-liquefaction terminals but also natural gas pipelines.“Therefore all prospects will be discussed during these one-on-one meetings,” said Lakkotrypis, who last month was in Cairo discussing potential energy cooperation with Egypt.The minister downplayed the notion that Cypriot plans to export gas have been derailed following a preliminary agreement signed this week between neighbours Israel and Jordan.A group of Israeli energy companies said last week that they signed a letter of intent to sell natural gas to a Jordanian power company, in a potentially multibillion-dollar deal.The Israeli companies said they would supply 45 billion cubic metres of gas over 15 years from the offshore Leviathan field to Jordan’s state-owned National Electric Power Co.The Israel-Jordan deal does not adversely impact Cyprus’ plans, Lakkotrypis insisted, since it was already known that the first development stage of Israel’s Leviathan gas field involved regional gas sales.* This article was first published in the daily Cyprus Mail. That’s below market expectations and indicates the economy grew at the slowest pace in three years.Weak auto sales and lower home-heating bills dragged down consumer spending, offsetting a pickup in investment led by housing and oil drilling. Employment costs rose 0.8 percent in the first quarter.This “advance” estimate showed the U.S. economy with its slowest growth since the first quarter of 2014. The GDP growth for the fourth quarter of 2016 was 2.1 percent.The price index for gross domestic purchases, which measures the prices paid for goods and services purchased by consumers, increased 2.6 percent in the first quarter. (AP) — An Alabama motel that was featured in “The Negro Motorist Green Book” and provided a home for Martin Luther King Jr. during civil rights demonstrations in the 1960s is being transformed into the centerpiece of a new national monument.Long vacant and in disrepair, the 65-year-old A.G. Gaston Motel is being renovated as part of the Birmingham Civil Rights National Monument, established by former President Barack Obama in 2017, long before the “Green Book” gained recognition in the Oscar-winning movie of the same name.This April 17, 2019 photo shows a worker exiting the historic A.G. Gaston in 1954 in a city that was infamously segregated, the two-story motel provided top-notch accommodations that included nicely furnished rooms, a restaurant and a lounge that was a gathering spot for the Black community.The motel was a haven for African American travelers who used the “Green Book” to find friendly, safe accommodations during the worst days of Jim Crow. Its guests were said to include Aretha Franklin, Duke Ellington and Harry Belafonte.“This was a state of the art hotel whether you were Black or White,” said James Poindexter, 87, who works for Gaston’s construction company and is a superintendent of the current job.The motel eventually closed and was reconfigured into apartments that make the original rooms difficult to envision.The large room where King lived in 1963, when authorities used police dogs and fire hoses against Black demonstrators seeking equal rights, was later subdivided into two rooms, Hunt said. A bomb went off outside the motel after King and others held a news conference about desegregation efforts that year, but the building survived.Hunt said workers will restore the Gaston Motel to the way it looked in its “Green Book” prime, down to trying to find new door frames to match original steel ones that had a distinctive groove down the side.“We have the original plans to go by,” said Hunt. Even before the trial, though, there had been a steady drumbeat of calls from the right and the left that the problem isn’t in the DOJ’s interpretation of antitrust laws but in the laws themselves. Given the rise of big tech, the thinking goes, the time has come for a revision.For instance, Apple’s market cap alone has nearly doubled over the past two years, and is quickly approaching $1 trillion. That’s nearly four times as much as AT&T and Time Warner would be worth together, based on their current market caps. Some even believe that Apple’s mobile app and content sales could soon dethrone some of the entertainment industry’s most prestigious moneymakers. “As of this year, the App Store alone will overtake global box office revenues,” forecast Apple analyst Horace Dediu earlier in 2018.A recent report by the World Economic Forum on creative disruption notes that Google and Facebook together control more than half of all global mobile ad revenue. “Our concern is the sustainability of the industry,” says the World Economic Forum’s Farid Ben Amor.The real threat may not be pressure on traditional media but on new players trying to enter the market, especially as technologies like artificial intelligence and augmented and virtual reality emerge, he says.Larry Downes, project director at the Georgetown Center for Business and Public Policy, believes that the government’s case in the trial willfully turn a blind eye to market realities.“If the government loses, I expect dealmaking will ramp up even faster,” he says. “Had the DOJ simply negotiated conditions with AT&T and Time Warner, the state of the law wouldn’t have changed. But [with the government] having gambled, the outcome may be a new antitrust precedent that makes clear vertical mergers continue to be beneficial for consumers, and that the 1950s black-and-white view of media the government argued is, as a matter of law, dead and buried.” Popular on Variety In the six weeks of the AT&T-Time Warner antitrust trial, one theme emerged from the companies’ defense of their merger: We’re getting left in the dust by big tech, and we need to bulk up to better compete.Equally clear was what the Justice Department thought about that rationale: When it comes to antitrust law, we don’t have a whole lot of sympathy.The DOJ refers to the new threat posed by Facebook, Amazon, Apple, Netflix and Google as a straw man argument, because it feels the so-called FAANG companies are not necessarily playing in the same competitive markets as traditional media congloms like AT&T and Time Warner.Much attention will be paid to how U.S. District Judge Richard Leon, a George W. Bush appointee, weighs in on that argument when he announces his decision on June 12. At the very least, the trial highlighted that conglomerates seeking future combinations should take note: If the rationale for a merger centers on the argument that big tech needs bigger rivals, antitrust officials will respond with a degree of scrutiny and even skepticism.Disney is about to launch a subscription streaming service, and it could argue that its combination with many of Fox’s assets will create a much more robust rival to Netflix, not to mention a controlling stake in Hulu. But it also will have to address how the merger will impact more traditional options — like theatrical box office and cable network carriage fees.“It is not going to be enough to just throw spaghetti at a wall, hoping something sticks,” says Ketan Jhaveri, former antitrust attorney for the DOJ’s Telecommunications Task Force and co-CEO of legal tech platform Bodhala. “You have to go deeper than that.” He adds that what will be critical in how Disney and Fox need to argue is how Leon decides and the Justice Department reacts.In its post-trial brief, the Justice Department claims that AT&T and Time Warner “seem to be asking the court to find a new defense to an illegal merger: ‘We are getting killed by new competition in different markets.’” The DOJ notes that rarely has that “failing firm” defense been accepted by courts.Jhaveri says the failing firm argument isn’t all that new. During the 1990s, he says, rival companies used it as Microsoft gained strength.Hal Singer, economist and adjunct professor at Georgetown University, sums up the implications for the media business if the court adopts the DOJ’s view.“Had the DOJ negotiated conditions, the state of the law wouldn’t have changed. But [with the government] having gambled, the outcome may be a new antitrust precedent.”Larry Downes, Georgetown Center for Business and Public Policy“The only efficiencies that are recognized [would be] those that could counteract a price effect in the relevant market,” he says. The browser prioritizes HTML5 content when it is available over Flash content.While this works at times, it does not at others.
